Are you sure you're using freedb? It still works here:
$ cddb-tool query http://freedb.freedb.org/~cddb/cddb.cgi foo bar 750d2c09 9 182 14950 36750 57507 76250 97382 115805 138252 158450 3374

You would get that error if you were using a cddb.com/Gracenote server. They
only tolerate paying customers. See:
