This is a little ugly, but how about this:
run_command could check MAXPROCS, and if > 1, only "echo" commands are
noisy when encode-output=loud. I don't like special cases, but as you say,
the only other option is to never enable loud output at all.
One other option is to only set encode-output=loud on the last track when
MAXPROCS > 1. On slow systems with fast CD-ROMs and a CD with many tracks,
there will be a lengthy delay between the end of ripping and the start of
the last encoder.
