Use the 'Search the contents of the latest release' form at the bottom of
http://packages.debian.org/.
(which would tell you you need libarts-dev).
Actually, I believe you can edit the makefile to tell it not to look for
libarts.

You want to build libao, then libogg, then libvorbis, then vorbis-tools.
At each step you'll be generating the -dev package that the next step will
need.
